Mohd. Daud Dahar joined JPZ Construction & Engineering Sdn. Bhd. as General Manager (Finance) on July 2021 and reports directly to Project Director. He has 33 years solid experience with Central Bank of Malaysia (BNM) and held the last post of Deputy Director.
Area of expertise:
Risk Management and Business Continuity Management Established the policies and procedures on risk management and business continuity management, independent oversight at the departmental levels and conducted bank-wide communication and education on risk and business continuity.

Developed Enterprise Risk Management (ERM), Operational and Financial Risk Management framework emphasizing the principles of three lines of defense in risk management.

Led the engagement to review the bank wide departments risk and control self-assessment, control management improvements and issues resolutions.

Scheduled presentation on key risk issues impacting the Bank to Risk Management Committee, Crisis Management Committee and Board Risk Management Committee.

Acted as independent party in Bank’s key projects and Business Plan highlighting risk analysis and evaluation on adequacy of control measures.

Led the implementation of Bank’s Business Continuity Management (BCM) program with approved policies and procedures, business impact analysis (BIA) and developed Crisis Management Plan on redundancy strategies.

Represented the Bank for SIRIM’s project on National BCM Standards.

Financial Inclusion and Consumer Education:
As head of BNM Northern Regional Office (states of Perak, Penang, Kedah and
Perlis) to connect with state government, local businesses and communities to
enable the Bank to have a clearer view on economic and financial conditions of
the region as input for Bank’s policies.

Led engagement with all stakeholders to develop a more holistic view of economic and financial conditions and served as regional hub for managing currency distributions and operations to ensure timely distribution of currency and adequate availability of currency

Provided advice and assistance to consumers on financial counselling, led outreach programs on financial education to intensify financial literacy, heighten understanding on household debt management, and improve awareness of financial scam and financial crimes.

Collaborated with commercial banks, enforcement agencies of relevant ministries for detection of unfair consumer & market practices and worked with PDRM and Royal Customs on surveillance of illegal financial activities.

Engaged with regions’ MNCs, GLCs and state chamber of commerce on Bank’s strategic agenda to SMEs especially on adoption and migration of epayment, facilitate access to financing and explore new growth areas.

Set strategic direction for BNM Northern Regional Office to achieve Bank’s mandate, managing risk and control measures to ensure compliance as well as ensure effective and efficient cost management.

Currency Management and Operations (CMO):
Ensured effective and efficient execution of CMO mandates for sufficient supply
of currency to meet public demand, maintain quality and integrity of the currency in circulation and achieve cost- effective in currency operations.

Supervised timely projections of inventory requirements to facilitate procurement of currency, effective logistics management, and collaborated with external stakeholders ensuring availability of currency at all times.

Monitored the performance of appointed agent across all Bank’s regional office in ensuring high quality of banknotes processed meeting the acceptable quality standards for recirculation and ensure agent comply to standards operating procedures

Scheduled reporting to Bank’s Management Committee, Risk Management Committee and the Board of Directors on the performance of CMO, new developments and outlook in other regions and highlighted risk analysis and adequacy of control activities in CMO. Monitored key projects executed within stipulated time and budget, sourced for new talents and expertise to keep pace with advancement in the industry and benchmarked research with in other central banks new technology breakthrough in CMO.

Collaborated with law enforcement agencies to combat, investigate and charge acts of currency counterfeiting and worked with financial Institutions, government agencies, business and consumer associations to educate detection of forgery banknotes.

Worked closely with key departments in handling media responses, queries from Parliament and communication to market players, ensure the uptime of key currency IT systems is within Bank’s tolerable downtime and validated the effectiveness of risk and control management in CMO.

Stakeholder Engagement:

Conducted onsite and offsite supervision on financial institutions to ensure safety, soundness and robustness of these institutions in the adoption of best practices, sound governance and proper risk management.

Worked in Corporate Communication Dept on communications efforts, through pro-active and timely communications with key stakeholders, including Government officials, industry groups, analysts, media and members of the public on the Bank’s policies and initiatives.

Liaison officer for Governor of BNM and other Central Banks during Annual Central Bank Bilateral Meetings and Senior Management Meeting.
