COMPANY BACKGROUND

Redefining the Way We Move

JPZ Construction & Engineering Sdn Bhd (JPZ) is a Malaysian company that undertakes construction works locally and overseas. JPZ is a Bumiputera Company registered with Construction Industry Development Board (CIDB) and is a G7 Grade company with proven capability to take up any contract work of unlimited contract sum (www.cidb.gov.my) and is certified ISO 9001:2015. CIDB is a body set-up by the Malaysian Government to develop the capacity and capability of the construction industry of the country through the enhancement of quality and productivity. JPZ has a pool of highly capable professionals who have been involved in many Malaysian projects from small to mega building and infrastructure projects such as ports, airports, inter-urban and intra-urban expressways, dams, universities, housing projects and educational complexes. The latest sizeable project completed by the company was the RM350 million Polytechnic in Mersing, Johor for Ministry of Education. The project was completed in August 2009 which was ahead of schedule and within the allocated budget.

On 7th November 2008, the government of Malaysia through Department of Works (Jabatan Kerja Raya) has issued to JPZ the Letter of Intent (LOI) for the Upgrading works of Jalan Ayer Keroh to Bandar Melaka, in Melaka, Malaysia. The project involved the widening of the existing road to 8 lanes 2 ways and the construction of 7 multi-level interchanges with an estimated cost of RM650 million. However, after the detail engineering design, value engineering and value management was completed, the government at that time decided to award the said project to another company. This despite JPZ having paid RM4.5 million on Consultancy fees to the consultants involved.

In 2016, Ministry of Transport (MoT) of Malaysia has endorsed JPZ to spearhead the consortium of JPZ, Lembaga Tabung Angkatan Tentera (Armed Forces Fund Board) and Rasma Corporation Sdn. Bhd. to implement the New Rail Bypass for Freight Train between Serendah-Port Klang-Seremban project for KTMB. The project cost is estimated at RM7 Billion under design and built contract. Pre-construction activities such as Feasibility Study, Site Survey and Reference Design Report have been completed. However, this project is currently under temporary KIV status due to the Government's budget constraints. With high technical capabilities and strong financial support from the banks, in 2021, JPZ has been appointed as one of the reliable Bumiputera contractor to undertake the ECRL Project by Malaysia Rail Link Sdn. Bhd. (MRL) and passed the pre-qualification requirements for the Bumiputera package of the MRT3 Project by Prasarana Malaysia Bhd. (PMB) which both are under Ministry of Finance (MoF). The total cost of both projects was estimated at RM95 Billion with the target of completion within 4 years. Our team of professionals have designed and constructed many highways, bridges, and expressway such as the Ampang Kuala Lumpur Elevated Highway in the heart of Kuala Lumpur, the Kuala Lumpur to Shah Alam Expressway and portion of the Malaysian North South Expressway.

Among the projects that have been managed by the company's key personnel includes the construction of Burj Khalifa Tower in Dubai, the integrated development of Jabal Omar in Masjidil Haram, Mecca, Saudi Arabia, and the development of the Federal Government Administrative Centre of Putrajaya. Part of the team was also involved in rail projects such as the LRT System 2 and 3, Express Rail Link and KTMB Electrified Double Track Project. Apart from the projects in Malaysia, we have also undertaken design and construction of projects overseas such as the Malaysian Embassies in Bangkok and Washington DC, projects in Dubai, Mecca, and a few other locations. We also proposed and handled the procurements of the Malaysian Embassy in Geneva on behalf of Government of Malaysia.

These experiences proofs that JPZ can undertake any design and construction of building and infrastructural works locally and abroad based either on turnkey approach or EPCC (Engineering, Procurement, Construction and Commissioning) contract. In addition to the above, JPZ is also very experienced and well versed in arranging project financing with deferred payment schemes. In February 2019, JPZ was invited by the Government of Iran to design and build the Tehran LRT (Light Rail Transit) Project, in which comprises of a 50km route with 48 stations and 2 depots. The Complete Reference Design Report and Commercial Proposal was submitted in late 2020. Due to the COVID-19 pandemic, the commercial negotiations only took place in the middle of 2021. The project value is estimated at RM 22 billion and JPZ aims to secure the Letter of Award by the end of 2024. The project is targeted to start by the 3rd quarter of 2024. This LRT project will be the first of its kind in Iran. In total, JPZ and its key personnel had been involved in Private and Government projects valued at more than USD 5 Billion.
